Transparency and the access to public information in the context of the constitutional amendment of Cuba

Abstract

In this article we approach to the government transparency and citizen law to access to public information, are themes to be taken into consideration in the future updating of the Cuban constitution. Those have taken place in the international context with the cry of citizens to count with more efficient ways to exercise the control over governors and participating in the public decisions taking. Since the year 2000, several Latin-Americans countries have encouraged those principles a constitutional range and some laws have been dictated which defined them as a necessary condition for citizen participation. This experience should be taken into account in the academic and political debate, previous to a future Cuban constitutional updating.
