Public Universities and Msmes: Knowledge Transferf for Business Innovation in Southeastern Mexico

Knowledge transfer between public universities and micro, small, and medium-sized enterprises (MSMEs) represents a relevant mechanism for strengthening innovation processes and contributing to regional economic development. However, the relationship between these actors involves institutional, organizational, and capability differences that may limit the generation and effective use of knowledge. This article aims to analyze, through a documentary literature review, the contribution of knowledge transfer between public universities and MSMEs to strengthening business innovation in Southeastern Mexico. An analytical review of scientific literature addressing regional innovation systems, university–industry collaboration, technology transfer, absorptive capacity, open innovation, and regional development was conducted. The findings indicate that knowledge transfer does not depend exclusively on university scientific production, but also on the existence of intermediary mechanisms, institutional capabilities, collaborative networks, and firms' absorptive capacity. The literature also shows that university–industry relationships can foster innovation processes when they are structured through projects, technological services, collaborative research, human capital development, and knowledge transfer mechanisms. In Southeastern Mexico, these elements are particularly relevant because of the region's productive and territorial heterogeneity. The review concludes that strengthening university–MSME relationships requires moving from occasional interactions toward permanent cooperation schemes oriented toward concrete productive challenges.
