Operational Limitations and Cultural Challenges in the Implementation of the MAYDAY Procedure. The Case of the Benemérito Fire Department of Salinas, Ecuador

The analysis of emergency management protocols, such as those established by the NFPA 1407 standard, reveals structural and operational gaps in fire departments with limited capacities. This study examines the case of the Benemérito Fire Department of Salinas (BCBS), located in the province of Santa Elena, responsible for handling complex emergencies in an expanding urban and tourist environment. The objective was to analyze the operational limitations and technical deficiencies faced by the BCBS in implementing the MAYDAY procedure in accordance with international standards.A descriptive methodology with a mixed approach was applied, using semi-structured interviews, structured surveys, and participant observation during drills. The results showed a partial implementation of the procedure, hindered by shortcomings in training, lack of written protocols, technological weaknesses, and limited capacity building.The main conclusion highlights that the effective implementation of MAYDAY does not rely solely on material resources but also on cultural, regulatory, and organizational factors that need to be aligned with high operational reliability standards. Strengthening these aspects is recommended to optimize the safety of operational personnel, improve the institutional response capacity, and consolidate an organizational culture oriented toward prevention and resilience.
