Citizen participation in Peruvian municipalities: A systematic review

Citizen participation has become a fundamental pillar for strengthening local democracy and improving municipal management in Latin America. In Peru, despite regulatory advances and the implementation of mechanisms such as participatory budgeting, significant barriers persist that limit effective citizen involvement in the public affairs of their municipalities. The objective of this research was to analyze the scientific evidence on citizen participation in Peruvian municipalities, identifying its main mechanisms, levels, barriers and associated factors. A systematic review was carried out following the guidelines of the PRISMA statement. The search was carried out in Scopus, Web of Science, SciELO, Redalyc and Dialnet databases, covering the period 2015-2025, identifying a total of 386 records, of which 30 studies were selected for the final analysis. The results show that the levels of citizen participation in Peruvian municipalities are predominantly low, attributable to factors such as lack of knowledge of the mechanisms, distrust of the authorities, budgetary limitations, weak municipal institutionalism and digital gaps. Likewise, it is highlighted that the existence of political will, access to transparent information, the implementation of digital platforms and the presence of social leadership strengthen citizen participation and improve municipal management. It is concluded that citizen participation is a key factor for local democratic governance, so a sustained commitment from municipal authorities, civil society and the State is required to overcome the identified barriers.
