Evaluation as an instrument of social policy correction to the physical-motor disability in the municipality of Santiago de Cuba

Abstract

Social policies are a space for analysis interesting, diverse and contradictory within different social contexts. Its scope should lead to a look vulnerable groups of society. Hence the importance of an adequate conception of its evaluation to achieve welfare and social inclusion of people with physical and motor disabilities. This article aims to assess the place of the evaluation process within social policies towards this social group in the municipality of Santiago de Cuba. In the study questionnaire techniques and in-depth interviews in the qualitative and quantitative methodologies they were used, which made it possible to obtain different results. For example the low participation of the physically disabled in the planning and design of these evaluation processes, as well as the continuity of accessibility issues, labor incorporation, physical, social and cultural barriers, including at the municipal level.
